All of you might have received the letter from Director of Panchayats regarding DDPs/ADPs conference scheduled on 20.07.2017. In the letter it is stated that the MIS Specialists should ensure accuracy of the reports submitted for the conference. All of you are requested to share your thoughts on how you will ensure the accuracy of the data collected from GPs. You may also state the issues/challenges faced for collecting the data and suggestions for improving the system for collecting various data from the GPs.

Ensuring the accuracy of the Report in ADP/DDP Office
For ensuring the accuracy of report, one of the best method is to collect the data online. If we collect data online then we can store the data in the database for each month. This will help easy retrieval of data and report in one click. This mode of data collection will ensure the proper ownership of data from entry level till approver level. Once entered and approved the data will be safe in the database and will be difficult to modify, the once entered and approved data.
If we collect data offline, chance for data error may occur in the consolidation phase at higher office.
Accuracy of Reports
Data collection through conventional methods from Panchayat office have data accuracy issues. Since we enter data manually there may be chance for errors at data entry level. As a solution to this, we can use GPRMS tool for the collection of Data from Grama Panchayat. This tool will provide multiple levels of approvals and cross checking before it reaches the DDP/ADP office. By putting a common template in this tool for collecting data will provide uniformity in Data collection across all DDP/ADP offices.

3.GPRMS Software ഉപയോഗിച്ച് റിപോർട്ടുകൾ കളക്ട് ചെയ്യുകയും പി എ യു ,ഡി ഡി പി എന്നിവർ പരിശോധിച്ച റിപ്പോർട്ട് ഉപയോഗിച്ച് ബഹുമാനപെട്ട ഡയറക്ട റുടെ നേതൃത്വത്തിൽ മീറ്റിംഗ് നടത്തിയതുമാണ് എന്നാൽ ഇപ്പോൾ ഈ സോഫ്റ്റ്വെയർ ഉപയോഗിക്കാൻ പഞ്ചായത്തുകൾ വൈമുഖ്യം കാണിക്കുന്നു. സോഫ്റ്റ്വെയർ വന്ന സമയത്തു പഞ്ചായത്തുകളിൽ നിന്നും നല്ല പ്രതികരണം ലഭിച്ചിരുന്നു.GPRMS സോഫ്റ്റ്വെയറിൽ കുറച്ചു മാറ്റങ്ങൾ വരുത്തി ഉപയോഗിച്ചാൽ പ്രശനം പരിഹരിക്കപ്പെടാവുന്നതാണ്

6.സോഫ്റ്റ്വെയർ ടൂളുകൾ ഉപയോഗിക്കുകയാണെങ്കിൽ പഞ്ചായത്തുകൾക്ക് ഡാറ്റ എൻട്രി വരുത്തുവാനും ജില്ലാ ,സ്റ്റേറ്റ് ഓഫീസുകളിൽ യഥാസമയം കാണുവാനും സാധിക്കുന്നതാണ് .
7. അവസാന നിമിഷം ലഭിക്കുന്ന റിപ്പോർട്ടുകളുടെ കണ്സോളിഡേഷൻ ഡി ഡി പി ഓഫീസുകളിൽ ഒരു പ്രശനമാണ് ഇതു പരിഹരിക്കപ്പെടാൻ സോഫ്ട്വെയറുകളിൽ ഓട്ടോ കണ്സോളിഡേഷൻ ഉപയോഗിക്കാവുന്നതാണ്.

Issues/Challenges faced for collecting data
1) phone, internet connectivity issues:- Some panchayaths like Agali ,pudur, Sholayur etc are frequently having connectivity issues.
usually in these panchayaths land phone connectivity and mobile connectivity problems are there
2) not using CUG nos
Suggestions for improving Data collection from GPs and data collection in GPs
1) mailing list/Instant messenger groups (Ex: telegram) containing all the employees of panchayath department should be created either district wise or State wide for effective communication.
2) Usage of Dictaphone or Professional grade Voice recorder for all GP meetings, gramasabha meeting etc. This recording can then be used for writing minutes of the meeting with accuracy and as an evidence proof for the meeting.
Ensuring accuracy of data collected from GPs
1) the digital data that is received from GPS should be digitally signed by the GP secretary, then only the validity of data can be ensured. For this purpose digital signature should be used while collecting data from GP officials.
2) use of GPRMS software ensures validity of data since the data entered by panchayaths is verified by secretary, PAUS and finally approved by DDP

Data/Reports Collection and Its Accuracy - Kannur and Kasaragod
Various types of data are required to be timely collected by the DDP office from the Grama Panchayats, according to the directions from the Directorate. The Data required may be directly from the Panchayats or from the implementing officers under the Panchayat of various departments such as Agriculture, Veterinary, Health – Allopathic, Homeo and Ayurveda, Rural Development, ICDS, Education, Fisheries, Engineering, Dairy etc. For the Past two years, in Kannur and Kasaragod DDP offices the required data/reports are collecting through Google Sheets and Forms, which in-turn reduced the work of both the staff in the DDP office as well as in Grama Panchayts. The Google Sheets were shared in such a manner that each rows and columns in the sheets are locked for editing only by the concerned Grama Panchayat, which increases the security of the data/reports entered by the Panchayats.
Verifying the accuracy of the data received from the Grama Panchayts is one of the vital challenging tasks of the DDP Office. The accuracy of the data from the Grama Panchayts can be generally ensured by cross verifying the data with the past year/month data, reports/data from various softwares provided to the Grama Panchayats( Sulekha, Sevena etc) and also using common-sense and reasoning. For example, the detailed reports of Project Planning and implementation can be viewed from Sulekha Software and reports regarding birth, death and marriage can be observed from Sevana website. Verifying the current data with the past data ensures the numerical and statistical reliability of the data received from the Grama Panchayats. Authenticating the reports from the Panchayat Softwares with the data provided by Panchats ensures the authority of the data. Apart from that the accuracy of the data received from the Panchayts are also cross verified using common-sense and reasoning, which will reveal the chances of any mismatch, eliminations, numerical and clerical errors etc. Above all the data/reports received which is specific in nature, which is sealed and stamped by the Pancahayt Secretary, by itself is official and authentic. In those cases the verification of the accuracy of the report is pointless.
The main concern in collecting the data from Panchayats is to receive data in between the time frames specified by the Directorate/ Departments. The delay in providing/submitting the data by the Grama Panchayats is mainly due to the delay in receiving data from the implementing officers or time taken to consolidate the report from the various Software and resources or in very rare cases negligence and ignorance. If all the software provides a district level consolidated login for the DDP Offices with view ,edit and approve options, then the data/report collection will be more easier and authentic.
The GPRMS website provides a wide range of support to DDP offices and Directorate to collect data/reports from Grama Panchayats in the easiest and most efficient manner. For example, all the reports for the monthly meeting of DDP/DDP was collected monthly with utmost accuracy and efficiency, also the details for the ODF, Stray dogs etc were also collected daily which eased the data reporting and collection of both Grama Panchayts and DDP offices. The pattern of the GPRMS website is the most appropriate for data/report collection from the Grama Panchayts, that is, the data/report submitted from the Grama Panchayat level user will be compulsorily verified by the Secretary (Panchayat Level) , Performance Audit Supervisor (PAU Level) and the DDP, which in turn improves the accuracy and the authenticity of the data/reports submitted by the Grama Panchayats. So if we are able to collect the data/reports through online softwares like GPRMS with different login approvals, then surely we can collect data/reports in the most efficient way with maximum accuracy and less time.

Now we are collecting the data manually from panchayats.The problem of this method of data collection we can't ensure the accuracy of the data. If we are collecting the data on line like GPRMS method, the data is more accurate because the data is verified in two stages secretary and PAU. This data is monthly wise we can compare so we can expect more accuracy.
Report of Thrissur District
Currently, inspite of the presence of various software's and tools available with the department, we r still depending on Google apps like Gmail and Google Drive to collect data for various purposes.
In the present context, ensuring authenticity of data is nearly impossible. At the same time ensuring that all data fields r submitted and presence of exorbitant values can be monitored. But this monitoring will not help in the long run , when it comes to decision making.
The issue faced in current data collections are
1. Dependancy on Google products
2. Failure to ensure data authenticity and accuracy
3. Duplication in collection of data
4. Overwork being performed by the department each time for collecting data
5. Data not available for historic report preparation and analysis
What needs to be done
1. Re-engineering present online tools to enable data collection in a systematic and authentic manner with logins
2. Dynamic data collection portal to be implemented in GPRMS
3. CIA to be ensured in information sharing

1 ഇപ്പോള് ഗ്രാമഞ്ചായത്തുകളിൽ നിന്നും ഗൂഗില് സ്പ്രെഡ് ഷീറ്റില് വഴിയാണ് data collect ചെയ്യുന്നത്. ഇത് Security കുറവ് കാരണം മറ്റ് ഗ്രാമഞ്ചായത്തുകള്ക്ക് edit ചെയ്യാന് സാധിക്കുന്നു. ഈ അപാകത പരിഹരിക്കുന്നതിന് പുതിയ സോഫ്റ്റ് വെയര് ഉണ്ടാക്കുന്നത് ഉപയോഗ പ്രദമായിരിക്കും.

Most data collection from DDP office through google sheet. The accuracy of the data is not verified. GPRMS software is one of the best tool for collecting data from Grama Panchayats, but some performa in the software is outdated. Acuracy of the data in GPRMS is also reliable by three level (Secretary, PAU & DDP) approval. Modify the GPRMS software and use this software for data collection.
Report of Ernakulam District
We are collecting Reports from gramapanchayats mainly using Google forms .we are sharing the excel sheet to PAU to monitor main reports and follow up with gramapanchayats. Also, we are follow up with Gramapanchayats and make sure that all GPs updated GPRMS website in each month and monitor the progress of GPS .GPRMS website should update and need to add new performas and modification of Existing Performas relating to Plan .Also, Harithakeralam related proforma should add in GPRMS .Also, all the main Reports should add in GPRMS website. If we add main reports through GPRMS then Data accuracy and Verification will improve. Right now, we are depending Google forms then accuracy of data less compared to GPRMS. If we add main reports through GPRMS then we can make Comparisons of Data, prepare charts and make the reporting mechanism in a standard way.
